Tactical Medical & Active Threat Response (TMATR)

This self-paced course introduces responders to the principles of providing emergency medical care during active-threat and high-risk incidents. Students will examine threat-based decision making, hemorrhage control, airway and respiratory emergencies, casualty movement, rescue task force concepts, triage, casualty collection, and transition to conventional EMS care. The emphasis throughout the course is simple: make tactically appropriate decisions, address immediate life threats, and move casualties toward definitive care without creating additional casualties. Audience: Fire/EMS, public safety personnel, security personnel, emergency-response volunteers, and other personnel who may respond to active-threat incidents. Scope statement: This course provides medical and response education. It does not provide law-enforcement tactical training or authorize students to perform functions outside their training, certification, agency policy, or local protocols.
